Jacob Winn
Editor-in-Chief
Jacob Winn is an MPP2 at HKS, focused on foreign policy and national security issues. Before coming to HKS, he was an Associate Research Fellow at the NDIA Emerging Technologies Institute, where he worked with government, industry, and academic stakeholders to conduct research on defense technology policy issues ranging from microelectronics modernization to replicating the successes of Operation Warp Speed across the government.
Gaurav Kalwani

Gaurav Kalwani is a second-year MPP student at the Harvard Kennedy School. Broadly, he is interested in public health, international security, and the areas of intersection between the two fields. Immediately prior to HKS, Gaurav worked as a policy and communications specialist for a health policy advocacy organization known as Physicians for a National Health Program. Before that, he worked as a research assistant at the Carnegie Endowment for International Peace. Gaurav graduated from the University of Chicago in 2019, and is originally from Rochester, Michigan.
Ben Brist
Managing Editor
Ben Brist, a second-year Master in Public Policy student, is a U.S Army veteran interested in foreign policy, national security, and their intersection with American politics. Most recently, he worked as a Company Commander in the 4th Infantry Division in Colorado Springs, Colorado. He was born and raised in Madison Wisconsin and graduated from the United States Military Academy at West Point with a degree in History and Russian Language.
Liam Chai
Managing Editor
Liam Chai is a second-year MPP student at HKS focusing on health policy. His interests are in healthcare regulation, competition, and broadly the interaction between private- and public-sector players. Before HKS, Liam worked in management consulting and has since worked with state health programs, legislatures, and global health organizations. He is a graduate of the University of Chicago and grew up spending time across Taiwan, California, and London.
Artemis Huang

Artemis Huang is a first-year MPP student at the Harvard Kennedy School with interests in global education policy, AI in education, human development, and democratic communication. Prior to HKS, she served as a policy consultant to Taiwan’s Ministry of Education and supported legislators in the national parliament, and spoke at the European Forum Alpbach on education reform and the role of media in advocacy. She also worked on edtech R&D and consulting in the United States and China, including public–private initiatives serving more than 100,000 learners. Trained as a data journalist, she has reported for The Boston Globe, GBH News, Cape Cod Times, The Patriot Ledger, The Daily Free Press, and BU News Service, and founded Taiwan’s largest youth-based global news organization. She holds an MSc in Journalism from Boston University (2023) and an L.L.B. from Peking University (2021) and is originally from Tainan, Taiwan.
Kathy Huang

Kathy Huang is a second-year MPP student at the Harvard Kennedy School studying Great Power Competition between China and the United States. Before HKS, she worked as a research associate at the New York-based think tank Council on Foreign Relations, where she researched and published on U.S.-China relations and Chinese domestic politics. She graduated from Wesleyan University with a BA in Government and East Asian studies.
Anna Rusignuolo

Anna Rusignuolo is a second-year Master in Public Policy student at Harvard Kennedy School and Managing Editor for HKS Policy Review. Their research focuses on how local and state governments strengthen accountability and coordination across housing, behavioral health, and justice systems. At HKS, Anna works on projects examining oversight and governance within California’s sheriff departments and state housing agencies. Their prior work in Los Angeles centered on housing access and reentry advocacy for unhoused and formerly incarcerated populations. Originally from Italy, Anna holds a B.A. in History and Public Policy from the University of Redlands.

Nancy Gibbs
Faculty Advisor, Student Media Initiative
Nancy Gibbs is the director of the Shorenstein Center and the Edward R. Murrow Professor of Practice of Press, Politics and Public Policy at the Harvard Kennedy School. Until September 2017, she was Editor in Chief of TIME, directing news and feature coverage across all platforms for more than 65 million readers worldwide.
Laura Manley
Executive Director, Shorenstein Center
Laura Manley is the Executive Director of the Shorenstein Center. Laura is an experienced leader in higher education and non-governmental organizations, with nearly two decades of experience using data and technology for the health of democratic societies.
Max Boland
Program Coordinator, Student Media Initiative
Max Boland is the Program Coordinator for the Student Media Initiative. He is responsible for student engagement with the Shorenstein Center and managing several Shorenstein Center student programs, including The HKS Student Policy Review, events, trainings, seminars, and sharing internship opportunities.
